Breanna Zabel

BSN, RN

Breanna is an RN at PMMC who helped lead Oregon’s largest healthcare strike and plays a key role in enforcing the safe staffing law. As an ONA Board member and Staffing Committee Co-Chair, she champions frontline advocacy, patient safety, and strong, collaborative leadership.

Frances Robbins

DBA, MIH, MSN, APRN, PMHNP-BC

Frances is a PMHNP, the founder of NeuStart Psychiatry & TMS, and a Chemeketa Nursing Instructor with more than 30 years of nursing experience. Her leadership began in the U.S. Air Force Nurse Corps, and she brings strong organizational and communication skills to ONA.

Richard Botterill

BSN, RN

Richard is an ED nurse at Providence Portland with 15 years of bedside experience and a prior 25-year career in IT management. As chair of the PPMC executive and negotiating teams, he brings strong financial and organizational expertise to the role.

Fred Katz

RN, BS, MS

Fred is a longtime ONA leader and cardiac telemetry nurse at RRMC with over 14 years of experience chairing his bargaining unit and negotiating multiple contracts. He is deeply committed to mentoring nurses, strengthening collaborative governance, and ensuring that members’ voices guide the future of the profession.

Michelle Chau

LPN, BS

Michelle has been an LPN since 2009 at the Multnomah County Health Department and has served in key ONA leadership roles. She is dedicated to ensuring healthcare professionals’ voices guide decisions that impact patient care and workplace safety.​​​​​

John Nangle

RN, CEN

John is a PACU nurse with 26 years of experience and more than two decades of ONA leadership at both local and statewide levels. He is committed to ensuring ONA remains member-driven and that nurses have the tools to advocate for their profession.

Elizabeth Lepire

BSN, RN, RNC, IBCLC

Elizabeth has been a labor and delivery nurse since 1995 and has served as a preceptor, educator, and union leader. Her bargaining experience and staffing advocacy drive her commitment to supporting every nurse and every region.

Linda Bifano

DNP, MPA, RN, FGNLA

Linda is a community health nurse, statewide curriculum developer, and State of Oregon–approved consultant with more than three decades of experience across acute care, hospice, home health, and long-term care. A committed ONA leader for over 20 years, she has bargained contracts, testified at public hearings, and chaired key statewide Cabinets. She brings a rare combination of union experience, governance insight, and statewide influence that will strengthen ONA’s future.

Virginia Smith

BSN, RN-BC

Virginia Smith, RN has been a nurse for 17 years on the MedSurg Unit at Providence Willamette Falls Medical Center. Nursing is a distinct privilege for her and she is passionate about supporting our communities and promoting our profession.

Libby Farley

BSN, RN

Libby Farley is an Emergency Department nurse with two years of frontline experience and a strong commitment to advocating for both patients and colleagues. As a recent graduate, she brings the perspective of new nurses navigating steep learning curves, safety challenges, and risks of burnout. She is dedicated to strengthening mentorship, communication, and support across ONA.

Crow Bolt

BSN, RN

Crow Bolt brings experience from Level III, II, I, and critical access hospitals, serving in roles including ED RN, UPC Chair, Staffing Committee Co-Chair, Steward, and Bargaining Team member for three contracts. They are deeply involved in community care through street medic and pop-up clinic work, and previously spent 13 years as a worker-owner in a cooperative bakery and as Secretary-Treasurer of a consensus-based nonprofit. Their leadership is grounded in representing all voices and strengthening ONA’s growing membership in a complex political and regulatory landscape.

Benjamin Else

Benjamin Else is a Vascular Access Nurse with 18 years of diverse healthcare experience, ranging from CNA and Mental Health Technician to Emergency Department Charge Nurse. He is proud to run with the Stronger Together platform, believing in ONA leadership that listens to nurses and strengthens their collective voice. Benjamin is committed to safe staffing, quality education, and advancing nurse well-being across Oregon.
